The Protect Rio Vista program utilizes your subscription funds to hire off-duty Fort Lauderdale police officers to patrol in the neighborhood.  The officers are in uniform when on duty and have full authority to take official action action should a crime take place while on patrol.  The officers patrol in a marked car leased by the civic association and will be dispatched by FLPD for any 911 call recieved from the neighborhood.  Members also recieve a cell phone number by which they may contact the patrol officers directly while they are on duty.  Members also recieve the opportunity to request a vacation check of their home when they are out of town.

On behalf of the RVCA Board of Directors and in response to requests of Rio Vista residents I have been attempting to have permanent 4 way stop signs added to SE 11 Avenue in Rio Vista since early 2019.  

We have come to a point where we are in need of additional advocacy from your office as this matter is beyond the scope of City authority despite extensive work from Sorensen and TAM.  Some background:

  • In May of 2019 a County traffic study found 4-way stops signs not warranted based on the guidelines. (attached & below)
  • In December of 2019 subsequent to a sewer main break temporary signs were placed at SE 7 Street and SE 8th Street along SE 11 Avenue as a part of an MOT to address construction traffic.  No complaints about the additional stop signs were provided to the RVCA at any point.
  • In June of 2021 the County conducted an additional traffic study making the same findings. (attached & below)
  • In Summer 2021 the County advised the signs at SE 8th Street and SE 7th Street on SE 11 Avenue were not permitted to be at the locations.  With the help of City TAM we were able to keep them there due to ongoing work still related to the sewer main break.
  • On November 19, 2021 the County required the signs be removed, residents were outraged and flooded my email with complaints, which were reiterated at our General Meeting. 

Please accept this request from the RVCA Board of Directors asking Broward County to defer from the typical procedure and install 4-way stops at the following locations immediately:

Good afternoon Mr. Moran & Christina,

Thank you for your continued advocacy for transportation & safety in Rio Vista.  I understand your disappointment that the all-way stops are not recommended and I certainly appreciate your concern for pedestrian safety.  Broward County controls the traffic devices in the City, including Stop Signs and they use national engineering criteria & traffic studies to determine where all-way stops can be placed.

I’ve attached the two traffic studies that were conducted by Broward County to determine if an all-way stop is warranted for the intersection of SE 7th St & SE 11th Avenue.  These studies were each completed for a 24-hour period, one on May 14, 2019 and the other on June 3, 2021. The traffic studies for all-way stops measure the total volume of traffic entering the intersection. The County follows national engineering standards for traffic devices as outlined in the Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD).  All-way stops are not used to manage speed, but rather are used to facilitate the flow of vehicles at an intersection where the intersecting roads have a significant and approximately equal volume of cars. The MUTCD states that the total volume of cars entering the intersection must be at least 500 vehicles per hour for eight hours, with the minor street comprising 40% of the total volumes. Another justification for an all-way stop may be a crash problem as evidenced by the occurrence of 5 or more crashes within a 12-month period that can be corrected by an all-way stop.  

  • A traffic study for an all-way stop at SE 7th St and SE 11th Ave was conducted for 24-hour period commencing on May 14, 2019.  Unfortunately, the vehicle volume requirement was not met. Additionally, crash data was pulled from the Fort Lauderdale Police Department for a 24-month period between May 20, 2017 and May 20, 2019 and there were no crashes.  County staff also reviewed crash data from the Signal Four Analytics crash records database and there were also no crashes reported during that time. 
  • In April 2020, the Transportation & Mobility Department requested that the County conduct a new crash analysis for the SE 7th St and SE 11th Ave intersection in an effort to have an all-way stop installed. Fort Lauderdale Police Department reported no crashes at the intersection during the 12-month period between May 13, 2019 and May 13, 2020.  The County also pulled crash data from Signal Four Analytics and no crashes were reported during the same 12 month period.  
  • A second all-way stop traffic study for SE 7th St and SE 11th Ave was conducted for a 24-hour period commencing on June 3, 2021. Unfortunately, the vehicle volume criteria was not met. Additionally, there were no crashes reported for the 24-month period of June 1, 2019 and June 1, 2021. 

In the summer of 2021, Broward County staff observed that there were unauthorized Stop Signs installed at SE 11th Ave & SE 7th St and also at SE 11th Ave & SE 8th St and directed the City to remove them.  It is our understanding that these were put in place as part of the Maintenance of Traffic plan when there was ongoing sewer work done in the neighborhood & unusual traffic patterns. Our office requested that they remain while there was other construction work in the neighborhood, but unfortunately the request was denied as there is not active construction at either intersection. Ultimately, the City was directed to have them removed.  At SE 11th Ave and SE 7th St, the eastbound and westbound signs were removed. At SE 11th Ave & SE 8th St, the northbound and southbound signs were removed.

I have these locations marked on my list as areas of concern for the Rio Vista community and our office will continue to work with the Association on addressing the concerns related to speeding & pedestrian safety.
