Wright regarding his neighbor who lives next door and is removing his reflectors that he is putting in his swale area.  Wanted contact made with her.  Resident then also called the phone and expressed his displeasure with dogs off leashes and going to the bathroom in the park, during the early morning hours and no one picking it up.  Also stated someone smeared fecal matter from a dog on his garbage cans yesterday morning (no suspect info).

No response back from the second text.

1937- Went to make contact at neighbors home ref above and conduct high visibility in the area but was called away for a suspicious person walking in the area.

1937- Received text from subject reference a “weird man in hoodie with

his hands behind his back walking on N rio vista approaching 11 ave” .  I responded to the area and viewed numerous people walking in the area between Federal hwy and 11 ave on N rio vista.  Made verbal pleasant contact with everyone walking.  Reached back out to get a full description of the “weird” person and once obtained. I had passed that person in a dark hoodie and sweatpants wearing white earbuds on a walk also.  I went to relocate and could not.  Believe subject lives in apartments on N Rio and Fed as that's where I had last seen him walking towards.  Nothing suspicious in nature in the area at this time.

2000- High visibility presence in the area of SE 11th ave and SE 9th ave/N Rio Vista area for next hour.

In service, detail phoned into Hudson line. Updated out of town log and began roving patrol.

1600: Non-stop roving patrol.

1645: Responded to NRV home reference the removal of some parking reflectors in the swal. I spoke to the female at length who advised that while walking her dog, the leash caught on one of the reflectors. The reflector sprung back and struck her in the leg prompting her to move the reflectors. Also, she was under the assumption that no signage could be placed in the swale area. Resident was educated on property rights and she advised she would walk on the other side of the street moving forward; she was calm, respectful, and apologetic. FLPD Case # 24-037231. I called back the complainant and apprised him of the outcome - he was very appreciative.

1715: Continued roving patrol of all isles, mainland, LYC, and parks. Large event later tonight at LYC apparently.
